05.14.2025 - Village Board Meeting Snapshot

    

Below is a brief snapshot of the upcoming Village Board meeting scheduled for May 14, 2025 at 6:30 p.m.

New Business

  1. PLAT 2025-0004 – Consider/Discuss/Act on the Request by Al Morin, ALM Enterprises, LLC, Petitioner, on Behalf of DeGreef Irrevocable Family Trust, Owner, for approval of a Preliminary Plat of Willow Ravine Estates, 72 Single-Family Residential Lots and 2 Outlots, located generally at the southwest corner of S. Huron Road (County Highway EA) and Willow Road on Parcel B-193
    PLAT 2025-0004 pertains to a proposed residential development that includes seventy-two residential lots and two outlots designated for stormwater retention. This development occupies a substantial portion of the southwest corner of Willow Road and S. Huron Road and will provide several connections to the existing neighborhood. If this preliminary plat is approved, it will proceed to further design and utility considerations. Final plat approval will be scheduled for a future meeting, the date of which has yet to be determined.

  2. Pending Change Orders for Bellevue Administration Addition, BG03
    The Village is in the final stages of our major expansion project for Village Hall. This project includes new office space, functional training areas, storage facilities, and other essential uses. However, there are a few unresolved items that the Board will need to address. Board members will provide guidance on the needs for interior signage, potential enhancements to the flooring, and the possibility of replacing the parking lot in the existing Fire/Police Department driveway. The proposed work aligns with the overall project timeline and will be completed alongside the rest of the building renovations. A community open house is tentatively scheduled for July 23rd, though this date may change if necessary.
  3. 2025 Village Hunting Overlay Map Update; Resolution No. V-18-2025
    Resolution No. V-18-2025 addresses the Village's approved Hunting Overlay Map. The Village Board periodically reviews this map and makes necessary adjustments to the designated hunting areas. The purpose of the map is to clearly identify areas where hunting is prohibited (such as schools and parks), areas that allow only bow hunting (designated low-density areas), and areas where certain firearms are permitted (typically farmable or vacant properties). The Village explicitly prohibits the use of rifles in all areas. The map is regularly updated to ensure compliance with Wisconsin DNR regulations.
  4. American Inn LLC, d/b/a AmericInn by Wyndham GB East, Himanshu Goel, agent, 2628 Manitowoc Road, Green Bay, WI 54311
    The Village Board will review and consider a formal complaint concerning liquor licensing and uses within the AmericInn Hotel. 
  5. Ordinance Update to Chapter 49 Finance and Taxation, Article III Section 18 Municipal Vehicle Registration Fee of the Village of Bellevue Municipal Code; Ordinance No. O-2025-01
    Ordinance No. O-2025-01, if approved, will provide a two-year extension for the Village’s Vehicle Registration Fee. The current program is set to expire on December 31, 2025. The Village charges a fee of $25 per qualifying vehicle, which is paid through annual Wisconsin DMV license plate renewals. The Village expects to collect approximately $310,000 from this program each year. The revenues generated will help reduce special assessments associated with Village road construction projects. Additionally, these funds will support essential road maintenance activities, including crack filling, patching, and leveling.
  6. Award Contract CF25, 2025 Crack Filling, to Asphalt Seal & Repair, Inc.; (Not to exceed $80,000)
    One project that receives funding from allowable Vehicle Registration Fee revenues is the Village's annual crack filling program. Effective maintenance is one of the best ways to extend the lifespan of a road. Contract CF25 allocates up to $80,000 for work in 2025.
  7. Award Contract C24, Hoffman Road Stormwater Pond (ST19-01), to Carl Bowers & Sons Construction Co., Inc.; ($649,607.50)
    The year 2025 is significant for our Stormwater Utility. Bellevue has planned the installation of two stormwater basins in critical areas where flood control and water quality measures are currently insufficient. Contract C24 focuses on the second area, following the first phase within the Sal Street and Industrial Drive construction project. Once completed, the Hoffman Pond will serve as the foundational infrastructure for the larger Hoffman Road region. This contract for 2025 marks the initial step toward enhancing flood control and water treatment. The second phase of this program will involve the complete reconstruction of Hoffman Road, which is scheduled for a future contract in 2026.
  8. 2025 Budget Amendment 01; Resolution No. V-17-2025
    The final item on the agenda is a proposed amendment to the 2025 budget. Bellevue offers construction incentives to developers by covering the costs of new sanitary sewer infrastructure when larger mains are required for regional purposes. For instance, the Village will pay the cost difference between an 8-inch main and an 18-inch main. Essentially, Bellevue covers the cost of the additional ten inches, as this increased size benefits the entire community. 

    Resolution No. V-17-2025 proposes a budget amendment of $163,000 from the Sewer Utility reserve. Additionally, the plan includes a scheduled two-year reimbursement, during which the Sewer Utility will restore the withdrawn funds over the 2026 and 2027 budgets.
