10.22.2025 - Village Board Meeting Snapshot

      

Below is a brief snapshot of the upcoming Village Board meeting scheduled for October 22, 2025 at 6:30 p.m.

Old Business

  1. Establishing Village Construction Hours and Emergency Exceptions Pertaining to Road and Utility Projects; Ordinance No. O-2025-09
    The Village Board will be reviewing a new section of the Bellevue Village Municipal Code that addresses construction hours for road and utility projects. The purpose of this ordinance is to establish a clear schedule for construction hours and to outline the circumstances under which deviations from these hours are permitted.
  2. 2025 Update to Village of Bellevue Employee Handbook
    This business item concerns the Village’s Employee Handbook, which has not been updated in several years. Once adopted, this update will offer guidance on various employee matters, including benefits, the employment process, rules, and other regulations.

New Business

  1. Approval of Two-Year Cleaning Services Contract to Team Kleen LLC
    Bellevue facilities are regularly cleaned by an external contractor. Bellevue's current contract is nearing its end and is due for renewal. The proposed two-year contract being discussed will replace the existing one and provide cleaning services for 2026 and 2027.
  2. Amendment to Chapter 391 Solid Waste and Recycling: Ordinance No. O-2025-10
    Item L.2. pertains to a periodic update of Chapter 391 regarding Solid Waste and Recycling. Ordinance No. O-2025-10 will incorporate the necessary language into Chapter 391.
  3. Adoption of 2026-2030 Comprehensive Outdoor Recreation Plan (CORP); Resolution No. V-31-2025
    The Bellevue Village Board will be considering the formal adoption of the Comprehensive Outdoor Recreation Plan (CORP) for the years 2026-2030. This multi-year planning document is intended to guide the management of the Village's Parks and Recreation program in the coming years.
  4. Intersection Control Evaluation Phase 1 Report Review & Recommendations
    The Bellevue staff has invested time and some funding into analyzing the intersection of Costco Way and Landmark to better understand its functionality. The ICE study has recommended several options for improvement. The Bellevue Board will review these options and consider a Phase II study to evaluate how the proposed intersection improvements, which include limited movements through traffic islands, interact with other intersections. If approved, the goal is to implement safety and functionality enhancements to help alleviate traffic and safety concerns.
  5. Preliminary Resolution Declaring Intent to Levy Special Assessments for Water and Sanitary Utilities Within Bower Creek Road Associated with the Blue Sky Pointe Development; Resolution No. V-32-2025
    The Bellevue Village Board will review and possibly consider a future special assessment for properties that will benefit from the extension of water and sewer utilities. If adopted, the preliminary resolution will initiate the first of several steps before finalizing actual assessments. This resolution is in response to a local subdivision development and aligns with an intergovernmental agreement in which Ledgeview provides utilities to Bellevue parcels.
