Public Hearings
- Dalton Ruesch, Applicant, on behalf of Dan Whetter, Owner, to rezone 1360 Lime Kiln Road (Parcel B-248-1) from B-3 Intensive Business District to LI – Light Industrial District; Ordinance No. O-2025-08
The applicant proposes to rezone the property at 1360 Lime Kiln Road from B-3 (Intensive Business District) to LI (Light Industrial District). This proposal has been thoughtfully planned to enable the sale and future redevelopment of the property into a multi-tenant flex commercial complex. The complex will feature storage units, office space, and showroom options.
New Business
- Proposed PLAT 2025-0009 - Consider/Discuss/Act on the Request by Al Morin, MVP Developers, LLC, Petitioner and Owner for approval of a Final Plat of Willow Ravine Estates 7 Single-Family Residential Lots and 1 Outlot, located generally at the southwest corner of S. Huron Road (County Highway EA) and Willow Road on Parcel B-193.
The Final Plat for the Willow Ravine Estates Subdivision proposes the creation of seven (7) single-family residential lots and one (1) outlot on Parcel B-193. This parcel is located at the southwest corner of South Huron Road (County Highway EA) and Willow Road. - CSM 2025-0004 - Consider/Discuss/Act on the request by Benjamin Krumenauer, Village Administrator, Village of Bellevue, Owner, for approval of a two-lot Certified Survey Map for Shaha Memorial Park located at 3833 Eaton Road (CTH JJ), Parcel B-8.The proposed Certified Survey Map (CSM) serves to subdivide Shaha Memorial Park into two lots. The existing parcel, which spans 58.5 acres, currently houses the Village’s compost site and is used for agricultural purposes.
Proposed Lot 1, a total of 22.6 acres, will be transferred to Green Bay Area School District (GBASD) for future district uses, bringing hope for new educational opportunities. Proposed Lot 2, a total of 35.903 acres, will remain under the Village’s umbrella for continued use as the compost site and future park, promising a bright future for our community.
The Village and GBASD have recently engaged in a beneficial land swap within the community. The approval of this CSM will enable the transfer of Lot 1 to the GBASD, thereby allowing the Village to acquire an equivalent amount of land adjacent to Willow Creek Park and Veterans Memorial Park.
During the Plan Commission meeting, a condition was set to include the utility easement provision on the CSM. However, further analysis determined that no additional easements are being dedicated as part of this CSM. Therefore, this condition has been removed, simplifying the proposal. - Consider the request by Jared Schmidt, Robert E. Lee & Associates, Inc., petitioner on behalf of Jeff Marlow, Lexington Homes, Owner, for a 1-year extension on the approval of PDD 2023-0005 to submit a final PDD application.
In 2023, the Village Board approved a development plan that includes the establishment of new lots for both single-family and multi-family residential buildings. As part of the approval process, the developer was required to secure additional access considerations from STH 141/Main Street for the multi-family section. However, the Wisconsin Department of Transportation (WisDOT) is reluctant to grant access permits until the larger STH 141/CTH MM design project is completed. This delay requires the Board to approve an extension to the existing Planned Development District (PDD) to give the developer sufficient time to obtain the necessary input from WisDOT. - Endorsement of Capital Improvement Plan for Calendar Years 2026-2030.
We are pleased to present the Village of Bellevue's Capital Improvement Plan (CIP) for 2026-2030. This five-year plan, which totals $44.5 million, is essential for financial planning and management. It reflects our ongoing commitment to enhancing Village services and infrastructure by outlining the necessary replacement or repair of public facilities, infrastructure, and equipment over the coming years.The significant scope of this plan plays a crucial role in improving Village services, ensuring that our resources are used effectively so that our community can continue to thrive. During the Board meeting, a presentation will be given to provide a general overview of the Proposed CIP. Closed Session
- Per Wisconsin State Statutes, the Village Board by majority approval may go into closed session (executive session) for the purposes of:
19.85(1)(c) pertaining to the Village Administrator’s annual performance review; and
19.85(1)(c) pertaining to overall wage reviews and expectations for 2026.
