The applicant is seeking a Conditional Use Permit to allow an addition to an existing building, which will increase the aggregate square footage to 40,000 square feet or more. The property in question is currently zoned as Conditional Rezone, with a base district classification of B-3 (Intensive Business District) and a modified list of permitted uses that includes elements from both the B-2 (General Business) and B-3 (Intensive Business District). - Amendments to Municipal Code Chapter 171 Animals; Ordinance O-2025-05.

The initial review of the proposed code updates was conducted on June 25, 2025. This update to the Village Code aims to provide both the community and the staff with a clearer understanding of which types of animals are permitted, the maximum number of animals allowed per property, and the specific properties that can keep them. Staff views this update as an opportunity to enable the keeping of animals typically found in pet stores or shelters.

New Business
- Award Intersection Control Evaluation Contract to Traffic Analysis & Design, Inc, CIP PROJECT TID#1-003 ($11,392.00).
This project involves conducting an Intersection Control Evaluation (ICE) at the intersection of Costco Way and Landmark Boulevard. As growth and development continue in TID #1, the Village is experiencing an increase in traffic volume in this area. Consequently, the intersection of Costco Way and Landmark Boulevard has seen a rise in the frequency and total number of motor vehicle collisions. This increase is not only straining law enforcement resources but also disrupting traffic flow in the vicinity.To address these issues, staff sought professional services to perform a detailed analysis of the intersection and provide recommendations to alleviate congestion and reduce the frequency of crashes. The final recommendations presented in the ICE Report can be incorporated into a future Capital Improvement Plan (CIP).
The Intersection Control Evaluation will involve the following steps:1. Collecting current traffic volume data.2. Analyzing and evaluating historical crash data.3. Conducting a risk assessment analysis for vehicles, pedestrians, and cyclists.4. Performing a traffic operational analysis based on existing roadway geometry and traffic controls.5. Analyzing and comparing various traffic control scenarios, such as roundabouts, signals, and all-way stops.6. Completing a comprehensive ICE report following the standard procedures set by the Wisconsin Department of Transportation (DOT).
