Public Hearings
- CU 2025-0002 – Conduct a Public Hearing to Consider/Discuss/Act on the request by Abdias Velasco Hernandez, The Doctor Tires, Applicant, on behalf of Mary Borley, Konop Properties LLC, Owner for a Conditional Use Permit to allow an automotive repair and service business within the LI – Light Industrial District, located at 1718 Industrial Drive, Parcel B-417. Resolution No. V-21-2025.
The Village Board will be considering the potential use of the property located at 1718 Industrial Drive. The proposed Conditional Use (CU) would allow an automotive repair and service business, known as The Doctor Tires, to operate on land zoned as L-1 Light Industrial District. Per the Zoning Ordinance, any use permitted in the B-3 District requires a Conditional Use Permit (CUP) when situated in the L-1 District. This requirement was established during the updates to the Zoning Code in 2014. - CU 2025-0003 – Conduct a Public Hearing to Consider/Discuss/Act on the request by Jordan Nolle, Ruekert and Mielke, Applicant, on behalf of Mary Klimczyk and Lisa Lorenz, North Oak Investments, LLC, Owners, for a Conditional Use Permit to allow construction of an animal hospital within the B-3 – Intensive Business District, on property located at 2711 Continental Drive (Parcel B-59-3-1-1). Resolution No. V-22-2025.
The second public hearing of the evening centers on a proposed animal hospital within a B-3 zoning designation. The plan is to construct a 7,650 square foot veterinary hospital, which will include a parking lot, driveway, and stormwater management system. Additional staff reviews and approvals will be required before construction can begin. - PDD 2025-0003 – Conduct a Public Hearing to Consider/Discuss/Act on the request by Dalton Ruesch, Ruesch Properties, LLC, Applicant, on behalf of Dan Whetter, Owner, to establish a Preliminary Planned Development District (PDD) to allow light industrial uses within the B-3 District for the property located at 1360 Lime Kiln Road (CTH V), Parcel B-248-1.
The proposed Planned Development District (PDD) is being requested to permit light industrial uses within the B-3 District. The applicant aims to expand the allowed uses for the property located at 1360 Lime Kiln Road (CTH V) to include light manufacturing, warehousing, studios, indoor vehicle storage, and limited outdoor storage. This expansion will facilitate the construction of business flex suites. - RP 2025-0001 – Conduct a Public Hearing to Consider/Discuss/Act on the request by Steve Bieda, Vierbicher, Petitioner, on behalf of Umentum Darrell Partnership, LLP & Snow Creek, LLC, Owner, for approval of a rezoning petition rezoning Parcel B-159 from A-2 – Agricultural Transition District to R-1 – Single-Family District and a portion of Parcel B-163 from A-2 – Agricultural Transition District to R-1 – Single-Family District and R-3 – Multi-Family Residential District, generally located north of Manitowoc Road and west of the terminus of Clover Meadow Drive and Eclipse Drive. Ordinance No. O-2025-06.
Conduct a Public Hearing to Consider/Discuss/Act on the request by Steve Bieda, Vierbicher, Petitioner, on behalf of Umentum Darrell Partnership, LLP & Snow Creek, LLC, Owner, for approval of a rezoning petition rezoning Parcel B-159 from A-2 – Agricultural Transition District to R-1 – Single-Family District and a portion of Parcel B-163 from A-2 – Agricultural Transition District to R-1 – Single-Family District and R-3 – Multi-Family Residential District, generally located north of Manitowoc Road and west of the terminus of Clover Meadow Drive and Eclipse Drive. Ordinance No. O-2025-06.
New Business
- CSM 2025-0003 - Consider/Discuss/Act on the request by Steve Bieda, Vierbicher, Applicant, on behalf of Tom Green, Capital Credit Union, Owner, for approval of a three-lot Certified Survey Map for 1920 Landmark Boulevard (Parcel B-2542-2).
The proposed Certified Survey Map (CSM) outlines the subdivision of an existing parcel of approximately 2.1 acres into three lots for future development. This parcel currently features the newly constructed Capital Credit Union. All lots comply with the minimum space and area requirements.
- Proposed Lot 1 will encompass the Capital Credit Union and measure 0.85 acres.
- Proposed Lot 2 will be 0.66 acres.
- Proposed Lot 3 will consist of the remaining 0.59 acres. - PLAT 2025-0007 - Consider/Discuss/Act on the request by Steve Bieda, Vierbicher, Petitioner, on behalf of Umentum Darrell Partnership, LLP & Snow Creek, LLC, Owner, for approval of a Preliminary Plat of Clover Fields, 69 Single-Family Residential Lots, 2 Two-Family Residential Lots, 1 Multi-Family Residential Lot and 1 Outlot, generally located north of Manitowoc Road and west of the terminus of Clover Meadow Drive and Eclipse Drive (Parcels B-159, B-163, & B-1634).
The Preliminary Plat for the Clover Fields Subdivision proposes the creation of a total of 69 Single-Family Residential lots, two (2) Two-Family Residential lots, one (1) Multi-Family Residential lot, and one (1) Outlot. These will be located on Parcels B-159, B-163, and B-1634, generally situated north of Manitowoc Road and west of the ends of Clover Meadow Drive and Eclipse Drive. Additionally, a rezoning petition for Parcels B-159 and B-163 is being considered concurrently with this proposal (refer to RP 2025-0001). If the rezoning request is denied, the Plat cannot be approved as proposed.
Closed Session
- Per Wisconsin State Statutes 19.85(1), the Village Board, by majority approval, may go into closed session as permitted through (19.85(1)(e)).
a. 19.85(1)(e) relates to deliberating or negotiating the purchasing of public properties, investing public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
i. Review Property Purchase Parameters for Hoffman Road Reconstruction (PW23-04) & Ontario Road Reconstruction (PW23-05).
- Upon returning to open session, the Village Board may take appropriate action on items discussed during closed session.
