Below is a brief snapshot of the upcoming Village Board meeting scheduled for April 23, 2025 at 6:30 p.m.
Old Business
- Awarding the Sale of $8,260,000 General Obligation Promissory Notes, Series 2025A; Providing the Form of the Notes; and Levying a Tax in Connection Therewith; Resolution No. V-15-2025
The Bellevue Village Board will consider Resolution No. V-15-2025, which outlines the final parameters for the Village’s Series 2025A borrowing measure. This two-year borrowing plan will fund essential capital infrastructure projects, including roadwork for 2025 and 2026, future design efforts, utility work, and other necessary needs. - Adoption Resolution for the 2025 Pedestrian and Bicycle Plan Update; Resolution No. V-16-2025
During the Board meeting on April 9th, the Board reviewed and approved an update to the Village’s pedestrian and bicycle plan. As a follow-up to this approval, the Board will revisit the matter to approve Resolution No. V-16-2025. This required resolution was not known or drafted before the April 9th meeting. No additional changes to the plan are proposed; the only action needed is the passage of the required resolution.
New Business
- Committee/Commission Appointments
This item relates to the annual appointment and reappointment of citizens who support our various committees and commissions. Each year, a percentage of these positions become available for reappointment. We appreciate all the hard work our volunteer committee and commission members do for Bellevue. Once approved, most of the positions will be filled. Any Bellevue resident interested in serving on a committee or commission should contact staff or Village President Soukup for more information. - Analysis of Outdoor Wood-Fired Furnace
The Village Board will provide guidance on addressing the recent interest in allowing outdoor wood-fired furnaces. Currently, the Bellevue Village Code prohibits the use of such furnaces. During the meeting on April 23rd, the Board will discuss with staff how to proceed with this request. The guidance will help staff determine whether a change to the code is necessary and, if so, what parameters should be considered. Please note that this is a discussion item only; any formal changes to the municipal code will be reviewed at a later date, which will be formally announced. - Allocation of 2024 Surplus Funds
VItem 3 under New Business pertains to the annual review of surplus funds. According to Village policy, any general funds exceeding the minimum 30% savings requirement must be redistributed among three categories.The first category is a reserve of $70,000 for necessary revaluations. The second category is designated for the Buildings & Grounds Fund, and the third category is for the IT Fund. Per policy, the Board will reallocate funds totaling $391,544.60 in the following manner:> Village Revaluation: $70,000 (due to a projected zero balance at the end of 2025 following the 2025 revaluation)> Buildings & Grounds Reserve Fund: $241,158.45> IT Capital Projects Reserve Fund: $80,386.15 - Ontario Road Transportation Plat (TPP); PW23-05
Bellevue is designing a complete reconstruction of a section of Ontario Road located north of Eaton/CTH JJ. As part of this process, the team will assess the right-of-way needs for potential temporary access, which may involve outright purchase for road requirements. This action item will outline the parameters to consider within the required Transportation Plat. Although only a limited number of properties will be affected, staff anticipate some level of land acquisition will be necessary. - Hoffman Road Transportation Plat (TPP); PW23-04
Similar to Item 6 described above, Item 7 for the Hoffman Road Transportation Plat will outline the physical parameters for the upcoming Hoffman Road project (from Monroe/CTH GV to Bellevue/CTH XX). - Joint Village & School District Plan on a Three-Parcel Land Swap
The final item on the agenda for New Business is a proposed land swap involving three parcels in partnership with Green Bay Area Public Schools (GBAPS). As detailed in the Board packet from April 23rd, the Village Board will review a plan to acquire two vacant pieces of land, located adjacent to Willow Creek Park and Veterans Memorial Park, from GBAPS. In exchange, the Village will transfer an equal portion of land from the future Shaha Park property. The specific improvements for the two areas benefiting Bellevue have yet to be determined, but they may include future park and recreation amenities.
Closed Session
The final item for the Board to review concerns TID No. 2 and the potential use of municipal funds for development incentive alternatives. This item can be discussed in a closed session format, as permitted by Wisconsin State Statutes 19.85(1)(C).
