Below is a brief snapshot of the upcoming Village Board meeting scheduled for April 9, 2025 at 6:30 p.m.
Public Hearings
- Reconstruction Assessment Public Hearing – Consider the levy of special assessments, under municipal police power, pursuant to Sec. 66.0703 Wisconsin Statutes. Proposed assessments for the purposes of street reconstruction within Contract B25, Sal Street & Industrial Drive (PW23-02); Resolution No. V-13-2025
Bellevue Village Board will be hosting a Public Hearing where property owners impacted by a pending road construction project can learn more about and voice any opinions on the matter. Bellevue uses a method of partial road construction funding called special assessments. This method uses direct billings of road construction expenses to adjacent property owners after the completion of the project. Property owners have the ability to pay the expense outright, or have it placed on the annual property tax statement and pay a portion over a length of time. This public hearing focuses on the pending special assessments for road reconstruction contract B25 (Sal Street and Industrial Drive). Once the public hearing portion of this item is complete the Village Board will deliberate and decide if Resolution No. V-13-2025 should be approved.
New Business
- PLAT 2025-0003 – Consider/Discuss/Act on the Request by Steve Bieda, Vierbicher, Petitioner, on Behalf of Connor Kosmoski, Moski Corporation, Owner, for approval of a Final Plat of Stelor Acres, 71 Single-Family Residential Lots and 3 Out lots, located generally east of Servant Way and north of Eaton Road (County Highway JJ) on Parcel B-55-4
Final Plat 2025-0003 relates to the proposed subdivision of an existing field near the intersection of Servant Way and Eaton Road (CTH JJ). The proposed final plat includes 71 single-family lots and three out lots. If approved, the development will then go into final approvals, permitting and development. - Consider/Discuss/Act on the adoption of the Village of Bellevue’s amended Pedestrian & Bicycle Plan.
Bellevue staff will be outlining minor updates and changes to the current Bellevue Pedestrian & Bicycle Plan. The document, as it sits, is designed to provide sound guidance and justification for the Village’s future pedestrian (non-motorized) infrastructure. Highlights in the plan include recommended pedestrian routes and road improvements, safety recommendations and several policies related to the improvement of pedestrian and bicycle safety. This plan is valued as it helps provide a consistent message for future development and assists the Village in acquiring infrastructure grants. Once reviewed, the Village Board will consider adoption of the plan. - Award Paving Contract B25 – Village Reconstruction to Peters Concrete Company (Triple P. Inc.), (PW23-02); $3,055,319.25.
The third New Business item is in conjunction with Public Hearing item G.1. The Village Board will be considering a 2025 construction project within the Sal Street and Industrial Drive industrial park neighborhood. The primary focus of this complete replacement road project is to address the aging road infrastructure and the lack of stormwater containment and treatment. Once completed, the area will have new roadways and benefit from a greatly improved stormwater containment and treatment system. The project is scheduled for summer 2025 with substantial completion shortly thereafter. Staff recommend approval of the contract with Triple P. Inc (Peters Concrete Company). - 2025 Sanitary Sewer Utility Rate Increase, Effective June 1st, 2025; Resolution No. V-14-2025.
The last New Business item on the April 9th Board agenda includes a final review of the existing Sanitary Sewer Utility billing rates. Initially reviewed at the March 26th Board meeting, the existing sewer rates are no longer able to cover the ongoing expenses of the utility. The new rates, once approved, are designed to address increase in ongoing treatment expenses related to wastewater, the general operating expenses of the Village’s utility and the necessary infrastructure improvements in order to keep the sanitary system in good working order. If Resolution No. V-14-2025 is approved, the new rates will be reflected on future utility billings beginning June 2025.
