- Annual Village MS4 Update (Joe Pingel, Municipal Engineer/Office Manager: Cedar Corporation)
Village staff and representatives from Cedar Corporation will provide a detailed update on the Village’s annual WisDNR MS4 permit. This yearly presentation offers an opportunity to discuss improvements in stormwater treatment and retention in an open format. Additionally, it provides valuable advice on necessary improvements and identified needs. - 2024 Annual Financial Report Update (Greg Pitel, Partner: Kerber Rose)Bellevue, in partnership with Kerber Rose, has recently completed the 2024 Annual Comprehensive Financial Report (ACFR). This report, often referred to as an audit, is conducted each year to ensure that the Village's finances and accounting practices are thoroughly reviewed. The timely completion of this audit is attributed to the Village’s annual capital improvement projects and regular financing needs.The final figures for 2024 show that the General Operating Fund remains healthy and stays within budget year after year. However, this success is somewhat diminished by the increased expenses linked to external factors affecting our three utility funds. Currently, Village utilities are undergoing rate case reviews to help maintain a strong financial position.
New Business
- Resolution Authorizing the Borrowing of $8,260,000; and Providing for the Issuance and Sale of General Obligation Promissory Notes Therefor; Resolution No. V-12-2025.
Resolution No. V-12-2025 pertains to a multi-year borrowing initiative that is currently being developed. The Village's approved Capital Improvement Plan for 2025-2029 outlines a variety of enhancements, including road repairs, utility upgrades, and select park projects. This discussion item is the first of several related to the two-year borrowing measure. - First Review of 2025 Sewer Utility Rate Case.Bellevue staff, along with our consultant Kerber Rose, will be conducting a high-level discussion regarding the 2025 Sewer Utility rate case. The Village needs to consider an increase in sewer rates due to various factors, including rising external pressures, growing infrastructure improvement needs, and the necessity to ensure that revenues keep pace with inflationary expenses.During this initial review, the Village Board will provide guidance on the desired level of rate adjustments based on the responsibilities the utility should undertake. The Board is expected to take formal action on the outcomes of this discussion in April 2025.
- Village "Move-In" Plan for Village Hall Expansion.
The Village Board will review a staff-driven plan to transition office staff from the current Village Offices at 2828 Allouez to the new Village Hall office addition at 3100 Eaton. The proposal includes closing all offices to the public from Monday, July 14, through Wednesday, July 16. Once the move is complete, all Village office staff will be located in the new facility and will reopen to the public on Thursday, July 17. Additionally, the staff has requested to cancel the meeting scheduled for July 23 and instead hold a community open house, inviting everyone to visit the completed Village Hall. - Service Agreement with Moss & Associates, LLC; Hoffman Road PW23-04.
This document pertains to the planned reconstruction of Hoffman Road in 2026, specifically from CTH GV/Monroe Road to CTH XX/Bellevue Street. The Village Board will review a proposal from Moss & Associates, LLC to address any right-of-way needs or construction easements. - Service Agreement with Moss & Associates, LLC; Ontario Road PW23-05.
This item, similar to New Business Item No. 4, pertains to the planned reconstruction of Ontario Road (CTH JJ/Eaton Road from the north to the Village limits) scheduled for 2026. The Village Board will be reviewing a proposal from Moss & Associates, LLC to assist with any right-of-way requirements or construction easements necessary for this project.
Closed Session
- Village staff will meet with the Village Board in a closed session to discuss an item outlined in State Statutes 19.85(1). This item pertains to the potential purchase of property by the Village for future public use.
