Below is a brief snapshot of the upcoming Village Board meeting scheduled for February 26, 2025 at 6:30 p.m.
Public Hearings
- Reconstruction Assessment Public Hearing – Consider the levy of special assessments under municipal police power, under Sec. 66.0703 Wisconsin Statutes. Proposed assessments for street reconstruction on Contract A25 (a portion of PW20-04); Resolution No. V-07-2025.
The first public hearing during the February 26th meeting relates to proposed special assessments for the reconstruction of various roads in the Village. Bellevue uses a special assessment process for public road reconstruction and reconditioning efforts. This direct billing through annual property assessments is realized for each property within the Contract A25 construction limits. - Reconditioning Assessment Public Hearing – Consider the levy of special assessments under the municipal police power, under Sec. 66.0703 Wisconsin Statutes. Proposed assessments for street reconditioning within Contract C25 (a portion of PW20-04); Resolution No. V-08-2025.
Resolution No. V-08-2025 also relates to the authorization of special assessments for road recondition efforts. Similar to the first public hearing, this resolution authorizes the direct billing of special assessments to all impacted properties within Contract C25 limits. - Vacate a Portion of Town Hall Road Right-of-Way generally located east of Costco Way and West of CTH V/Lime Kiln Road; Resolution No. V-10-2025.
Resolution No. V-10-2025 relates to a village-led initiative to vacate a portion of Town Hall Road, which is located east of Costco Way and west of CTH V/Lime Kiln Road. The area in question is surplus road right-of-way that is no longer necessary to service the area. Per state statutes, the Village is required to complete several steps, with this resolution being the final step to remove the area from village ownership.

New Business
- Award Paving Contract A25 – Village Reconstruction to MCC, Inc. ($2,228,011.39)
The Village Board will be reviewing a proposed contract for service to MCC, Inc. The contract totaling $2,228,011.39 relates to the proposed reconstruction of several roadways within Village limits. Project details include curb rehab, utility manhole riser and inlet repairs, existing pavement removal and replacement. The project will also provide a “cap” layer over select roads within Contract C25 and is in conjunction with Board item G.1. - Award Paving Contract C25 – Village Reconditioning to Gallagher Asphalt ($347,236.26)
Contract C25 relates to the reconditioning of multiple roadways within Village limits. The contract with Gallagher Asphalt is for $347,236.26. Roadways within this contract will be resurfaced using a “Hot in Place” asphalt method designed to level the roadway and reinvigorate the primary road surface. Once completed, the road will also receive a capping layer designed as a driving surface. This contract aligns with Board item G.2.
Closed Session
- Village staff will meet with the Village Board in a closed session format to go over two different items as outlined in State Statutes 19.85(1). The first item relates to the potential purchase of property by the Village for future public uses. The second closed session discussion item will focus on Tax Increment Financing and other approaches to work with area developers where the use of public funding may be utilized.
