01/08/2025 - Village Board Meeting Snapshot

    

Below is a brief snapshot of the upcoming Village
Board meeting scheduled for January 8
, 2025 at 6:30 p.m.

Public Hearings

  1. PDD 2024-0009 – Conduct a Public Hearing to Consider/Discuss/Act on the Request by Michael Radue, V&M Apartments, Owner, for approval of the creation of a Planned Development District (PDD) with an underlying Zoning District of R-2 – Two-Family Residential District for the property generally located on the northeast corner of Manitowoc Road and Continental Drive, 2771 Manitowoc Road (Parcel B-3073) and 2765 Continental Drive (Parcel B-3074). Ordinance No. O-2024-16.
    This public hearing is to create a Planned Development District to address an existing residential development. A Planned Development District is a zoning-related tool used to help address unique uses within a standard zoning district.

New Business

  1. PLAT 2024-0005 – Consider/Discuss/Act on the Request by Steve Bieda, Vierbicher, Petitioner, on Behalf of Ryan Kosmoski, Moski Corporation, Owner, for approval of a Preliminary Plat of Stelor Acres, 73 Single-Family Residential Lots and 1 Outlot, located generally east of Servant Way and north of Eaton Road (County Highway JJ) on Parcel B-55-4.
    As proposed, this preliminary plat provides base land use parameters for a proposed residential neighborhood near Servant Way and Eaton Road. Once reviewed and approved, the development will need final plat approval before construction.
  2. Approve 2025 Municipal Equipment Purchase of a 2013 All-Terrain Trackless MT6 with MacQueen Equipment; VOM 23-001 ($90,000).
    This equipment purchase is for a specialized vehicle with all seasons applicability, including snow removal, road maintenance, grass clearing, and other uses.
  3. Approve 2025 Municipal Equipment Purchase of a 2024 ¾ Ton Dodge Ram 2500 Tradesman Crew Cab with S&L Motors; VOM 14-001 ($60,000).
    The second equipment purchase scheduled for the January 8th meeting is a one-for-one replacement of a Public Works work truck. The proposed vehicle includes additional staff seating, plow attachments, and safety lighting. The old vehicle is scheduled for trade-in at the time of delivery.
  4. Approve Acquisition of Permanent Easement Located Within a Portion of Parcel B-299-1 for 2025 Stormwater Management Basin Construction; ST19-01 ($83,000).
    The village is aggressively tackling Village stormwater and sediment control required by WisDNR. Bellevue received a nearly $200,000 grant to help support the construction of a basin near Hoffman Road. This New Business item addresses the permanent easement acquisition necessary for construction.
  5. Approve Acquisition of Parcels B-455, B-456, B-463 for 2025 Stormwater Management Basin Construction; PW23-02 ($125,000).
    The second property acquisition item for the January 8th Board meeting will consider the outright purchase of three small parcels located within the Schmitt Park Industrial Park. The Sal St pond also benefits from a large WisDNR grant (up to $199,900) and requires the purchase of property to construct. Once constructed, This basin will help address flooding and sediment control in an area with no substantive stormwater control. 
  6. 2025-2026 Municipal Mowing Contract with Lizer Lawn Care.
    This agenda item under consideration will address a two-year agreement with Lizer Lawn Care for seasonal grass cutting in the Village of Bellevue parks and grounds. 
  7. Preferred Speed Control Design Alternatives for 2025 Eldorado Drive Reconstruction.
    As part of the 2025 paving projects, the Bellevue Board will provide guidance on possible road cross-section updates along Eldorado Drive. The intent of the discussion is to address the differences between traditional road designs and road designs that have the potential to support traffic issues, including speeding. Once reviewed, final recommendations will be incorporated into design plans.
  8. Board Guidance on Board Size and Length of Term.
    The Board will discuss whether a change in board size and length of term should be made. Currently, the Board comprises five members, including a president (three-year term) and four trustees (two-year term). The Board will be discussing whether or not the Board should increase to seven members with three-year terms. This item is for discussion only and will require additional Board action prior to any official changes.
