- CU 2024-0004 – Conduct a Public Hearing to Consider/Discuss/Act on the request by Wade and Jessica Schmechel, Owners, for a Conditional Use Permit to allow a Transient Residential Use on property located at 3270 Warm Springs Drive (Parcel B-2489); Resolution No. V-31-2024.
This Public Hearing relates to a requested Transient Residential Use allowing for short term rentals to occur at a property located in the Village. The Board has review authority and is able to place reasonable restrictions on the request.

The Village Board are revisiting an item that was previously
reviewed during the November Board meeting. The Old Business discussion item
focuses on a request by H&S Roofing to operate and care for an
incinerator/wood fired heating element at 1911 Allouez Avenue. Village Code
does not allow this sort of use as stipulated in Village Code 326-3 and 326-6.

Snakes at Multiple Locations (Business: 3171 Manitowoc Road & Residence:
2136 Klondike Road).
The applicant is requesting
Village Board review and approval for the housing of various snake species
within two properties located in the Village. Village Code generally prohibits
the keeping and care of non-domesticated animals (often referred to as wild or
exotic animals) unless special Board approval is provided.Amendment
to Municipal Code §49-18 Municipal Vehicle Registration Fee as it Relates to
(B) Purpose and (C) Tax Imposed; Ordinance No. O-2024-14.
This municipal code amendment relates to the Village’s Vehicle
Registration Fee rate and use. Presently the Village’s VRF is charged annually
at a rate of $20 per qualifying vehicle and is used solely for special
assessment support. As proposed within this ordinance, as well as the 2025
budget, the new VRF will be $25 annually per qualifying vehicle and the overall
usage will be expanded to also support road maintenance and the primary special
assessment support tool. The fee if approved will be live no less than 90 days
after WisDOT submission. - Amendment
to Municipal Code §49-Article II Special Assessments as it Relates to §49-11
Definitions: Ordinance No. O-2024-15.
The second Ordinance of the December meeting relates to a
minor Special Assessment code update focused on what defines Non-Residentially
and Residentially zoned properties. To help support unique and high-quality
development, the Board often designates a PDD (Planned Development District)
designation on a new development. This designation is considered and overlay,
and all properties still maintain an underlying zoning district. For assessment
purposes, the Village uses that underlying zoning as a means to calculate
property costs. Ordinance No. O-2024-15 provides a clearer understanding of how
PDD fits into the definitions. - Board
Review and Guidance on Exterior Signage at Village Hall.
This item pertains to Board guidance on exterior wall signage
options for Village Hall located at 3100 Eaton Road. - Resolution
to Vacate a Portion of Town Hall Road Right-of-Way and Set Public Hearing Per
§66.1003(4)(b) Wis. Statutes; Resolution No. V-32-2024.
Village staff have identified a small segment of road
right-of-way that is no longer needed for public purposes. The segment in
question (north of Costco) was originally intended for a future road, but
development and infrastructure changes required Town Hall Road to shift to the
north. This Resolution provides parameters for the eventual vacating of public
roadway at a future meeting. - PLAT
2024-0004 – Consider/Discuss/Act on the Request by Steve Bieda, Vierbicher,
Petitioner, on Behalf of Ryan Radue, Seville Properties, Owner, for approval of
the Final Plat of Blue Sky Pointe, 93 Single-Family Residential Lots and 2
Outlots, located on Parcel B-313-1.
Plat 2024-0004 relates to a proposed development adjacent to
Bower Creek Road near the Town of Ledgeview. The Final Plat as proposed
represents a significant improvement to single-family housing options for
future Bellevue community members. If approved, the developers will then go
into final civil designs and seek eventual permits for infrastructure
installation including public roads, utilities and site work. - CSM
2024-0007 - Consider/Discuss/Act on the request by Randall Oettinger,
Vierbicher, Applicant, on behalf of Andy Brice, Titan Estates, LLC, Owner, for
approval of a two-lot Certified Survey Map for 2230 Allouez Avenue, Parcel
B-102-4.
This item relates to a proposed two-lot certified survey map
at 2230 Allouez Avenue. The CSM will take one large lot and split it into two
separate lots. - CSM
2024-0008 - Consider/Discuss/Act on the request by Troy Hewitt, REL &
Associates, Inc., Applicant, on behalf of Michelle VandenHeuvel, Owner, for
approval of a two-lot Certified Survey Map for 2760 Klondike Road, Parcel
B-174-3.
Similar to Item 7 above, CSM 2024-0008 as proposed will take
one large lot and split it into two separate lots. - CSM
2024-0009 - Consider/Discuss/Act on the request by Troy Hewitt, REL &
Associates, Inc., Applicant, on behalf of John Bunker, Cottage Road
Development, LLC, Owner, for approval of a four-lot Certified Survey Map for
Parcel B-2490, Located Generally on the west side of S. Huron Road (CTH EA)
approximately 1,250’ south of the Eaton Road (County Highway JJ).
CSM 2024-0009 will take a 23.9 acre parcel and split it into
four individual lots ranging in size from 2.8 acres to 9.6 acres. The CSM is in
response to future development likely on the horizon. - Willow
Glen Phase 2 Infrastructure Acceptance; Resolution No. V-33-2024.
Item 10 under New Business relates to the formal acceptance of
infrastructure within the Willow Glen Phase 2 development. - Bedford
Heights 4th Addition Infrastructure Acceptance; Resolution No. V-34-2024.
Bedford Heights 4th Addition is now ready for
Village acceptance as public infrastructure. Resolution NO. V-2024-34 provides
the necessary guidance to accept. - Award
Bellevue Administration Addition Low Voltage Contract to Faith Technologies,
Inc ($112,198.00).
The final item for Board consideration relates to the second
of three major construction contracts for the Village’s Bellevue Administration
Addition project. This contract is coming under budget and once completed will
provide the network and phone cabling necessary for all office functions
including security, office desk work and door control.
