Below is a brief snapshot of the upcoming Village
Board meeting scheduled for 
November 13, 2024 at 6:30 p.m.

Public Hearings

  1. Presentation & Public Hearing – Consider/Discuss/Act on Adoption of the 2025 Budget and 2025-2029 Capital Improvement Plan (CIP) for the Village of Bellevue. Village Board Action on Resolution No. V-27-2024 Following Public Hearing
    The 2025 Budget and parallel Capital Improvement Plan will be considered for action. The 2025 budget as proposed includes a complete funding of all municipal services including general government (Administration, Finance, Elections, Community Development), public safety (fire and police), Public Works, Parks, Recreation & Forestry, utilities, and other proprietary funds. The five-year CIP includes short term (1-2 year), medium (3-4 years) and long range (5+) projects. Projects often include large scale utility and road improvements as well as planned equipment and amenity improvements. If approved, the budget will include a 15.3 cent increase to the levy due to existing debt service payments. New Business

  1. 2025-2027 Multi-Year Police Service Agreement with Brown County Sheriff’s Office
    Village Board members will be considering a three-year update to the already established police service agreement with Brown County Sheriff’s Office. This multi-year agreement includes provisions for contracted policing services, inspections, support and directed enforcement officers. The agreement includes provisions for annual rate adjustments and known equipment needs.

  2. Appeal by H&S Roofing of Determination by Village Staff of a Public Nuisance and Order to Discontinue the use of an Incinerator/Wood Fired Heating Element at 1911 Allouez Avenue (Parcel B-602-6) per Municipal Code Chapter 326-3 and 326-6
    An appeal has been received and processed where a local business wishes to use a incinerator/wood fired heat source. The Board will review the request and decide whether to uphold the prohibition or to grant conditional allowance.
  3. Willow Grove Phase 2 Infrastructure Acceptance; Resolution No. V-28-2024
    A local developer has completed all required infrastructure improvements related to a phased subdivision. The Board will be reviewing the request by staff and the developer to officially accept the new infrastructure including roads and utilities.
  4. Willow Grove Phase 3 Infrastructure Acceptance; Resolution No. V-29-2024
    Similar to Item L.3. listed above, Phase 3 of the Willow Grove subdivision is now complete and Village staff are recommending acceptance of the road and utility infrastructure.
  5. Acceptance of Bethel Park Master Plan; Resolution No. V-30-2024
    Over the last several months, the Village has taken significant strides to develop a comprehensive and obtainable master plan for an under-utilized neighborhood park. The Village Board will be reviewing the Bethel Park Master Plan including overall concept and phased approach to amenity improvements.

  1. 19.85(1)(e) Deliberating or Negotiating the Investing of Public Funds
    This item relates to the review of publicly funding a potential development with Apple Tree GB Four LLC within Tax Increment District No. Two.
