07.08.2024 - Village Board Meeting Snapshot

   

Below is a brief snapshot of the upcoming Village
Board meeting scheduled for 
July 10, 2024 at 6:30 p.m.

New Business

  1. Awarding Sale of $5,995,000 General Obligation Promissory Notes, Series 2024A; Providing the Form of Notes; and Levying a Tax in Connection Therewith, Resolution No V-12-2024
    Proposed Resolution No. V-12-2024 is a follow up to the June 7th borrow authorization resolution. The funds once in hand will be used to fund the new Bellevue Administration Addition also approved for construction during the June 7th Board meeting.

  2. Review and Approve 2024 Sewer & Water Utility Rate Study with Kerber Rose, ($26,850)
    The Village Board will be considering whether to award a professional services contract with KerberRose to review the Village’s sewer and water utility rates. Village staff are proposing this action item as current utility rates are not projected to produce adequate revenues for necessary projects and expenses. If awarded, rates will be reviewed and may be considered for adjustment by the Board at a future meeting.

  3. 2024 Pre-Authorization to Order 2025 Dodge Durango Pursuit Police Vehicle with Buildout Options, ($56,000)
    Each year the Village Budget and CIP maintain a line item for new police squad cars. The 2024 car, now in service, was authorized and purchased in 2023. A similar purchase request is under consideration during the July 10th Board meeting. The Village will be considering a pre-authorization to purchase next years squad car due to the long waitlist currently in place. If authorized, funding will be allocated during the 2025 Budget process and also paid in 2025. The requested funding includes initial purchase and the necessary buildout options.

  4. 2024 Preauthorization to Purchase 2025 Western Star Plow Truck with Buildout Options, VOM 14-002 ($420,000)
    Similar to the new squad car request, Village staff are seeking approval of a 2025 snowplow purchase pre-authorization. VOM 14-002 is a recurring CIP item designed to fund the Village’s snowplow and dump truck fleet. If approved, funding will be allocated for this 2025 purchase during the 2025 Budget and 2025-2029 CIP reviews.

  5. Deferred Special Assessments on Allouez Avenue & 2024 Special Assessments on Allouez Avenue
    The Village Board is responsible for regular authorization of annual special assessments levied against properties benefiting from local road improvement projects. One such project is Allouez Avenue (currently under construction). The Board will be reviewing several properties that have unique geographical or natural features that are impacting the current assessment process. The board will be providing guidance to staff on how they wish to assess these properties using the fairest method possible. Any guidance will be formally voted upon during a future meeting.

Closed Session

  1. Per Wisconsin State Statutes 19.85(1), The Village Board by majority roll call approval may go into closed session for the purposes of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. (19.85(1)(e))  
    • 19.85(1)(e) pertains to Board review of a request by a local developer seeking financial support for a proposed redevelopment. 

  2. The Village Board upon returning to open session by majority roll call approval may take appropriate action on items discussed during closed session
