Village Dog Park Construction Underway Soon!

After years of planning, fundraising, and designing, all of the pieces were put in place to begin construction of the Laura and Peter Mossakowski Family Dog Park in Bellevue.  The 29 acre site, located at 2282 Bellevue Street, will be the home to the multi use park with the dog park being the anchor and initial phase
of he site.  A combination of fundraising and contributed labor from the Dog Park Group, LLC along with a Village contribution from park impact fees for the shared construction cost of the parking lot and lighting will fund the improvements.

Phase 1 of the project will involve development of about 6-acres of the park, and include the construction of a parking lot, lighting, fencing, and landscaping.  Opening of the park will mainly depend on weather for the grass establishment.  As soon as everything is in place to safely open the park an announcement will be made.  Possibly late fall 2016, but most likely spring of 2017.  A ground breaking ceremony is being coordinated as of the writing of this article. Funding contributions for the park are still needed to complete full development.  For more information please visit the Laura & Peter Mossakowski Family Dog Park website.

Phragmites Project Update

Approximately 800 acres of non-native Phragmites has been mapped in Brown County and will be targeted for treatment, pending landowner permissions. Sites include a mix of coastal wetlands, shoreline and riparian areas, roadsides, parks and trails, private residences, and commercial and industrial properties. Treatment areas are included in the Village of Bellevue.

Treatments will include chemical application of an aquatic-approved formulation containing the herbicide imazapyr, followed by mowing in late fall or winter (where feasible).  Spraying began recently and will continue through the full month of September, possibly into early October.

Yellow treatment area signs will be posted to indicate active work sites and any restrictions.  Throughout the treatment season, the Phragmites Information Hotline (920-430-0220) will be regularly updated with the planned treatment schedule and progress. This project is being coordinated by Bay-Lake Regional Planning Commission. For further information visit their Phragmites Management page.

Village Website Upgrade Project Update

The Village started working on a complete upgrade and redesign to our website earlier this year. We continue to make progress on making our new site more focused on the user and with easily accessible information on everything you need to know about Bellevue. We know our website is critical to our current customers, visitors and businesses and that it is also very important to our prospective residents or businesses. We are currently on schedule to launch the new site before the end of the year.

We welcome suggestions and ideas on how to improve our site and make it work better for you. Please contact our staff project manager Tim Hennig, GIS/IT Manager, at 468-5225 or at The Village has contracted with CivicLive for implementation of this project.

Proposed Tax Incremental Finance District #2

The Village of Bellevue Plan Commission will be holding a public hearing at their Tuesday, August 16th meeting to get public comment on the proposed Tax Incremental Finance District located in the Huron Road/Eaton Road area.  This would be the second Tax Incremental Finance District in the Village of Bellevue if approved (the first is in the area around Costco in the GV/172 corridor).

Tax Incremental Financing (TIF) is aimed at eliminating blight, rehabilitating declining property values, promoting industry, or encouraging mixed-use development.  There were already other laws in place for these purposes, but lack of incentives and financial resources had stymied efforts to use them effectively.  TIF works because it provides its own financing resource.  It is basically a financing tool that municipalities can use to promote tax base expansion.

The new tax revenue generated in the district goes to paying for the improvements made for that development to occur or for other projects that will help spur growth within the boundaries.  Upon closing, all taxing entities get the larger share of tax revenue that likely would not have occurred without the use of this tool.

The meeting will be held at 6:00 PM at the Village Hall/Public Safety Building located at 3100 Eaton Road.
