The Village is reminding residents that per the Village of Bellevue Municipal Code Chapter 258 Housing and Residential Property Maintenance. Domestic solid waste, recycling, yard waste, or refuse containers shall be stored during the time period between collection days in an enclosed structure or building or which are screened from view of the public right-of-way. Domestic solid waste, recycling, yard waste, or refuse shall not be stored in the following locations:

The front and corner side yards along a street right-of-way.  On, under, or alongside of a front porch, stoop, steps, landing, accessible ramp, or deck fronting on a public way.  Within 15 feet of a public right-of-way, except during collection time periods.
Public right-of-way typically means that if you can see it from the street, it is not in compliance with the code. 

Zoning inspectors will be sending out reminder notices to properties identified to be in violation.  Repeat violators may be subject to citations if they fail to bring the condition under compliance after sufficient time is given by village staff to work on a solution.
