Village Board Meeting For November 14, 2012

The Village Board of Trustees will meet on Wednesday, November 14, 2012 for a regularly scheduled meeting. The Board will review and possibly make action on the following items:

PUBLIC HEARINGS
A. (6:31) Adoption of the proposed 2013 Budget for the Village of Bellevue, Wisconsin (Resolution No. V-39-2012).

B. (6:32) ZOA 2012.2 - Consider/Discuss/Act on the request by Village of Bellevue Staff to amend the Zoning Ordinance of the Village of Bellevue to allow for a conditional use permit process for home occupations that are outside of the standards home occupation guidelines as established in Article III – Definitions

OLD BUSINESS
A. Discussion/Possible Action: Closed Session - Developer’s Agreement for Shaha Park - Per Wisconsin State Statutes 19.85(1)(e), the Board may move to Closed Session when deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. (Tabled: October 24, 2012)

NEW BUSINESS
A. Discussion/Possible Action: Award bid and approve plan design for the Village of Bellevue’s employee health insurance plan.  The Village of Bellevue has received bids for the new employee health insurance plan. The plan design allows the use of health savings accounts and proposes an employer contribution.

B. Discussion/Possible Action: Closed Session - Interim Village Administrator - Per Wisconsin State Statutes 19.85(1)(c), the Board may move to Closed Session when considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.

C. Discussion/Possible Action: Adoption of proposed Village of Bellevue Employee Handbook and Administrative Policy #25.  The employee handbook has been revised, with an effective date of January 1, 2013, for the Village Board’s review and consideration.

D. Discussion/Possible Action: 2013-2018 Capital Improvement Plan (CIP)
The 6-Year Capital Improvement Plan identifies and provides cost estimates for the Village of Bellevue’s capital projects.

The Village of Bellevue is governed by a five-member Board of Trustees consisting of a Village President and four (4) Village Trustees. The Village President is elected every three (3) years.

All positions are elected at large. Two Trustees are elected in the even numbered years with the other two Trustees being elected in the odd numbered years. The Village Board is responsible for overseeing all activities and functions of the Village.

Meetings are typically held on the second and fourth Wednesdays of each month at the Public Safety Building / Village Hall (3100 Eaton Road).
