Leisure Services Summer & Fall L.I.F.E. Guide Now Online

The Leisure Services Department has released the 2010 Summer & Fall L.I.F.E. Guide. The guide features community recreation programs, special events and park facilities in Bellevue.

Copies of the guide will be directly mailed to Village residents sometime around April 15th.

Registration will begin for Village residents on May 1st. Non-residents will be able to register for programs on May 15th.

Village Compost Site Opens April 1st

The Village's compost site will be open for the 2010 season starting April 1st.

The location of the Village's yard waste site is at 3891 Eaton Road. The site is located on Eaton Road (CTH JJ) east of Grandview Road. Location Map

Materials accepted include grass clippings, garden materials, leaves and brush, and small stumps. The site will remain open through the Fall depending on weather conditions. The site will be open on the following days and times:

Mondays – 2:00 p.m. to 7:00 p.m.
Thursdays – 2:00 p.m. to 7:00 p.m.
Saturdays – 9:00 a.m. to 3:00 p.m.

An attendant will be present while the site is open. Residents will need to purchase a punch card to use the site. Cards are available at the site or at the Village Office, 2828 Allouez Avenue, for $5.00 each.

Misuse and illegal dumping at the gate will result in fines and the loss of future use of the facility!

Main Street / Verlin Roundabout & Manitowoc Road Improvements

The Village of Bellevue will be holding an initial meeting to discuss the construction projects scheduled this year at 6:00 PM on Thursday, April 1, 2010 at the Village Public Safety Building located at 3100 Eaton Road.

The construction projects include construction of a roundabout at the intersection of Main Street and Verlin Road, repair and improvements to Manitowoc Road between Main Street and Eaton Road, bridge deck repairs and ramp improvements to the I-43 interchange, and installation of a sidewalk on Manitowoc Road. All of these projects will have some impact on traffic patterns and circulation in the vicinity of area businesses. It is anticipated that there will be scheduled full closures to the bridge, on/off ramps, and intersections at various times.

The Village has invited a representative from the Wisconsin Department of Transportation to discuss the scope of the project at this meeting and listen to concerns of businesses in the area in order to minimize the inconvenience.

Village Board Meeting for March 24, 2010

The Village Board of Trustees will meet on Wednesday, March 24, 2010 for a regularly scheduled meeting. The Board will review and possibly make action on the following items:
  1. Public Hearing - Dan Hujet, owner of Parcels B-316-3 and B-316-5, is seeking rezoning of his properties from A-2 Agricultrual Transition and RR - Rural Residential to R-1 - Single Family Residential. The properties are in the southwest portion of the village, located on the west side of Bower Creek Road, approximately 350' south of Kettle Creek Drive. The Plan Commission is recommending the Board approve the rezoning petition.
  2. Resolution V-2-2010 - Relocation Order for Ontario Road. This resolution declares the Village's intent to move forward with securing land for the purposes of reconstructing Ontario Road from County Road JJ to the Village Limits. Village staff and local property owners have been working on a plan to make improvements to this section of roadway. Staff is recommending to table this item until the next meeting when more information is available.
  3. CSM 2010.1 - In a related matter to the previous Public Hearing, Dan Hujet is requesting the Village Board approve a 4-Lot CSM located on the west side of Bower Creek Road at the intersection of Paris Lane (Parcel B-316-3).
  4. PLAT 2010.1 - In a related matter to the previous Public Hearing, Dan Hujet is requesting the Village Board approve a 15-Lot, 3 Outlot Preliminary Plat located on the west side of Bower Creek Road at the intersection of Paris Lane (Parcel B-316-3 and B-316-5).
  5. Closed Session - Personnel Union Negotiations - Per Wisconsin State Statutes 19.85 (c), the Board may move to Closed Session when considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
The Village of Bellevue is governed by a five-member Board of Trustees consisting of a Village President and four (4) Village Trustees. The Village President is elected every three (3) years.

All positions are elected at large. Two Trustees are elected in the even numbered years with the other two Trustees being elected in the odd numbered years. The Village Board is responsible for overseeing all activities and functions of the Village.

Meetings are typically held on the second and fourth Wednesdays of each month at the Public Safety Building / Village Hall (3100 Eaton Road).

Leisure Services Department Plans 2010 Easter Egg Bonanza

The Village's Leisure Services Department is busy finalizing plans for the 2010 Annual Easter Egg Bonanza. The event features an egg hunt, egg coloring, crafts, face painting and photos with the Easter Bunny is scheduled for Saturday, April 3, 2010 at Josten Park.

Three separate sessions are planned for kids ages 2 through 8 years. Session times are 9:00am, 10:30am or 12:00pm. The event is free of charge. Pre-registration is required.

Plan Commission Scheduled To Review Bay Area Recreation Campus

On Tuesday, March 16, 2010, the Village of Bellevue Planning Commission is scheduled to review the proposed Bay Area Recreation Campus.

The Bay Area Recreational Campus group is pursing the purchase of approximately 87 acres of property that borders County Highway JJ, Erie Road, and Grandview Road with the expressed intent of developing a large-scale recreational campus.

Plans for the campus consist of 13 multi-use recreation fields, a club house, storage buildings, and parking facilities. The proposal would be completed in a phases. According to the proposal, the campus will be developed with a park-like manner to keep the site as “green” as possible with trees and walking paths. Organizers of the plan envision the campus to be used by different youth organizations in the area such as soccer, lacrosse, Pop Warner football, YMCA youth programs and much more.

The Planning Commission will meet at 7:00pm at the Public Safety Building / Village Hall, 3100 Eaton Road on Tuesday, March 17, 2010.

Village Meeting Schedule for Week of March 15, 2010

Several important meetings will be held during the week of March 15, 2010. Below is a summary of those meetings:
  1. Planning Commission, Tuesday, March 16, 2010 @ 7:00pm. The Planning Commission reviews and provides recommendations on site plans for new development, lot split applications, and special use permits within the Village. In addition, the Commission provides recommendations to the Village Board on rezoning requests and zoning ordinance amendments.
  2. Public Informational Meeting Contract A-10 (Allouez Avenue Water main Replacement); Wednesday, March 17, 2010 @ 5:00pm. Planned water main reconstruction for several areas in the Village will be discussed. Foth Infrastructure & Environment, The contractor Dorner, Inc. and the Village Staff will be present to answer questions. Construction is anticipated to begin this spring and continue through the summer. The contractor will have a construction schedule at the meeting.
  3. 2010 Road Referendum Steering Committee, Thursday, March 18, 2010 @ 6:30pm. The purpose of the steering committee is to draft ballot language for a November 2, 2010 referendum. The purpose of the referendum is to determine the Village's future special assessment policy in relation to road and right-of-way improvements.

Ontario Road Improvements Discussed

Village officials, staff and adjacent property owners along a section of Ontario Road (Future Blue Moon Rd to Green Bay/Bellevue border) are working on plans to upgrade the roadway, and to extend utilities within area. The pictures below show the area that is being considered.

The Village Board plans to make several decisions regarding the project during their March 10 and March 24, 2010 meetings.

Orthopedic Sports Medicine Specialists Facility Making Progress

Construction is continuing on the 60,000 square foot, 2-story Orthopedic Sports Medicine Specialists (affiliated with Bellin Health) facility located on Lime Kiln Road. The facility is expected to open mid 2010.

This is the third Bellin related project to be constructed in Bellevue in the last year and a half.
